Visual Studio 2015 Community Edition is free to download and install. If you wish to install the the latest Visual Studio, it is also free.
Installation

The overall disk space required is approximately 8GB and additional space per internal drive installed. Most of VS files will be stored on the root drive (C:).
Alternatives
The alternative is MonoDevelop / Xamarin Studio.
